Frost Prevention In Saudi Arabia

Why would a country that regularly has temperatures in the mid 40oC range in summer need frost prevention?

The frost in question occurs if cold rooms are not built properly with a low level heat barrier in the ground. Without the heat barrier the cold produced by the refrigeration process pulls the heat from the ground to leave moisture which will become freezing water and form an ice block similar to the permafrost found in arctic regions. The ice expands causing the floor and walls of the cold room to break up.

Condensation is also a problem in those high temperatures, caused when the door/s are opened and allowing the hot moisture laden air in to condense on the ceiling and wall surfaces of the cold room.
